Atlantic provinces fails to implement changes to ALC

Region's four auditors general collectively say provinces lagging in carrying out recommendations

A report released Wednesday by the auditors general of all four Atlantic Provinces says there is work to be done towards enacting recommendations for the Atlantic Lottery Corporation (ALC).

Stemming from a 2016 audit, there were 25 recommendations made for the ALC, nine to the four shareholder governments including the Province of Newfoundland and Labrador and 16 to the corporation’s management board.

The auditors general found all 16 recommendations were implemented for the ALC board, but only two of nine were enacted by shareholder governments.

Collectively the auditors general said the shareholder governments don’t intend to implement its two recommendations relating to the role of government officials and public servants on the ALC Board.

Failure to implement these recommendations risks impeding the board’s fiduciary duty to the corporation and its overall effectiveness in providing sound governance.

The auditors general told the shareholder governments all recommendations must be implemented in a timely manner to improve governance, the business agility of ALC and enhance public accountability and transparency.
