Spring thaw exposes continuing littering problems at Baie Verte junction

Every spring when the snow melts the amount of litter and garbage thrown out near the Baie Verte junction is exposed. It is always a topic of contention for residents of the Baie Verte and Springdale areas. - Submitted

BAIE VERTE, NL - The annual eyesore that is litter near the Baie Verte junction has again been exposed with the warm weather and snow melt.

While the majority of the issue is with litter, sometimes larger items such as bags of garbage are thrown out in the area of Baie Verte junction.

The shoulder of the road near the intersection between Highway 410 and the Trans-Canada Highway is a popular stopping area for locals picking up or dropping off people travelling the area or exchanging packages and other things.

During the waiting period or the period of conversations which ensue, some people evidently have no regard for the environment and littering laws.

The Department of Transportation and Works previously told the Nor'wester they sometimes conduct clean ups on major routes, such as the Outer Ring Road in St. John's and the Lewin Parkway in Corner Brook. Outside of those rare occurrences, garbage resulting in road obstructions or safety hazards are removed as part of the summer maintenance program.

"It is unfortunate that littering continues to be a problem," a department spokesperson stated via email last year at this time. "The department reminds the public that everyone should be mindful to dispose of their garbage and old household items in an appropriate manner, as all residents of the province share a responsibility to protect the environment."

Littering is a problem at the Baie Verte junction in the same area where a no littering sign specifying a maximum fine of $180 for illegal dumping is posted. The post also bears a homemade notice stating "take your garbage home."

Regulations and fines

Littering on the Highway is prohibited under section 163.(1) of the Highway Traffic Act, and the penalties are $100-$500 or two to 17 days imprisonment.

Littering is a major problem in the area of the Baie Verte junction despite the official and unofficial warnings posted there.

The RCMP, RNC, or municipal enforcement officers can lay a charge for littering if they witness an incident or if a witness complains or provides sufficient evidence.

Cargo securement is addressed in the Cargo Securement Regulations under the Highway Traffic Act. Fines for an improperly secured load are $120-$600 or 30 days imprisonment. Service NL will be working with law enforcement again this year to raise awareness with drivers on how to safely secure loads for transport.
